First check with the bank as to why there is a delay, it may be that you may not have furnished appropriate details.
Else you may seek remedy from Banking Ombudsman and not the Court.

yes acc to rules the maximum limit after completing the formalities is the given time by bank, it shows in there notice board, just ask manager to that u can go to court, if no action then go to another bank or court
