One such option as legally available and being used in India effectively under such situations is having the matters resolved by circulation.

Cutting short all other pre-conditions and situations for the purpose of brevity here, under the system the matter(s) for a decision are circulated in writing among the members of the meeting (Board/committee etc.) and are required to offer their comments and vote on each such matter. All the members in a given time give their response and the results are pooled and decided by majority or special majority votes, as the requirements could be as per law.

The conductor of the meeting, normally chairman, is saved from indecision or deadlocks.

Try starting the meeting with an ice breaker. That will help everyone get a little more comfortable with each other and make people more likely to share their ideas.

Some examples could include:
Have each person introduce themselves and then state something they have done that they think no one else in the class has done. If someone else has also done it, the student must state something else until he/she finds something that no one else has done.

Throw out a role of toilet paper and tell everyone to take as much as they need. (Don't tell them what it's for). After everyone has taken some, have them tear the toilet paper at the perforations. For each square of paper in their possession, they have to share one fact about themselves.

ok, all the "adults" i have worked with hate the ice breaker games.
so i keep using them. they get into the theme of "we all hate these, it is stupid, she is doing this to all of us" they bond together over it.
it is silly but they do. I would suggest games like that.
Another idea, before the meeting starts, just ask a general question that everyone can give advice on.
Finally, depending on the personalities in the room, go to a couple of them and say, "I have noticed that so and so isn't really acting very comfortable. Would you chat with them before we start?" Pair these people up with others and then everyone can feel like they have a friend going in.
Good Luck!

I would suggest some simple ice breaker games. For instance, one I have seen work well is to have everyone introduce themselves and tell the group what their favorite smell is. The idea is you want everyone to talk, everyone to listen, and hopefully, everyone to laugh a little. Any type of silly question will do, although preferrably one with many potential answers. So, for instance, you wouldn't want to ask a group of 50 to name their favorite Beatle...but you could ask them to tell the audience the farthest from your current location they have ever been, and why.

We did a training exercise where we have to write 3 things about ourselves that others might not know, and 1 fake thing and try and get them to guess.

You could also have them introduce themselves to the person next to them, learn what they can, and then introduce that person to the rest of the room so that everyone knows everyone's name, and at least one person knows them and has talked to them.

knowing the people you are dealing with and just finding commonalities to discuss and bring up casually before and after the meeting.
