sometimes i will ask a question and one of the answers will be a question right back to me! when i go to the persons profile alot of times he/she does not have the CONTACT ME thing there so i cannot answer the question that was given to me

Yes you CAN answer someone's question! If you pick that as a best answer, where it says,(comments), THEN you can answer their question, they asked you!

Maybe they figure you can answer them but using the "additional details" feature or maybe they're just asking rhetorical questions to make a point and they don't really care about getting an answer because they might be challenged to have to give a better response.

they don't want to be contacted because 1. they're probably not of age and aren't supposed to be here anyway, or 2. they can't accept a challenge. they just want to be smart asses, that's all. the "can't take the heat" sorts.
