Yes, it can lead "toward" climax. However, can it "cause" the climax? Probably not unless you are very sexually excitable... or 14 and making your first explorations towards sexuality.

Most definately. It is not necessary to even touch each other genitals in forplay. Sexuality is both mental and physical.
