Absolutely not. Would you hire a doctor, dentist, or an attorney who was not duly licensed and qualified to practice? The same thing applies. Whatever you do, do not give this contractor any money as a downpayment. You may find yourself trying to find him if he is stopped from building your deck by the local licensing/building code officials.

Hiring an unlicensed contractor is asking for trouble. The city makes sure the contractor is capable of doing the work, and has the integrity to do it without stealing your money.

Find a better contractor.

Now why would you hire someone that is not qualified? In our county if you get a permit for building anything they require that the person be licensed. Check with your county office about their requirements and ask for references from the contractor and check them out.

This guy will probably offer you a lower price and ask you to pull the permit. NO NO NO!!
In addition to the other answers consider this - if a worker working for a unlicensed/uninsured contractor is injured working on your property you may be found liable and the court can place a lien on your property until you settle.

NO, NO, NO!!! I used someone to do repairs on my home that was supposedly licensed. I paid them in cash (stupidly!) and found that they had screwed things up after they left. I couldn't get the money back so I reported them to the state and found they WERE NOT licensed. The state issued them a "Cease and Desist" letter to stop them from doing any more work. Whoever you get to do the work, make sure you pay them by check. This way you have paper work to show that the work was done and paid for.
