For example, for some shortcuts I want to use Firefox and some I want to use IE.

I do not see that I can change the "open with" on these shortcuts and I can only get it to open with IE even though Firefox is my default browser. I know it can be done with some code maybe because I have read about it in the past, just can't remember where.

Right click on the icon and select properties. Change the "opens with" property to the browser of your choice and close the window. I think the icon may still show your default browser, but the association will be changed.

you can't, because the shortcuts to the internet always go to the default browser
