It would depend, history shows that women where ruthless leaders in the past...Just like men ....The best solution is a CONSTITUTIONAL GOVERNMENT that insures the rights of its people then it wont even matter if there women or men.

Men. Society is generally seen as a man's world, and to try and break that barrier would probably cause more problems than solve any.
Plus, the whole menstrual cycle thing doesn't work well with politics.
