I never heard of it, nor found any useful search engine info, which I'm sure you already tried :)
If you dont find a good answer, I recommend downloading a program that can tell you the path (location) where the program is located on (ie path = c:\program files\program name you recognize\atr.exe). The problem with Task Manager is that it does not tell you where the file resides, only the name of it.
I used Spy Bot (http://spybot.info) as my anti-spyware program (its free and very nice extras included).
If you had this program installed, you could click on the menu bar (Mode, change from basic/default to advanced mode). Once you do that you will see a Tools option on the left menu bar. Then if you click on Process List, it will display the same thing as the Task Manager, but with more info. It will display the path where the program is running from, and as you highlight the program name, it will display a big tooltip with all the info that associated with the program (ie if I highlight Mcshield.exe it shows the Mcafee Inc, program version, hash, etc).
At least if you could narrow down the path its running from, it might be located in a folder that you might recognize to something you already have installed.
But if you dont want to go through all of the above, at least click on Start, Search, For Files. For fastest results, only type atr.exe in the first box and then hit search. See what the path is and if you recognize it.
If you don't recognize the program name, then post that back, along with the folder name you found it in.

I don't think you have fully explained the problem. Do you mean your computer has frozen? Ctrl+ALT+Del should being up the task manager. I don't know what version of windows you are using so I don't know about the folder options.
