LA is definately overall worse but Chicago has been really bad lately because of the construction of 90/94. Its gonna be closed for two years and it has really jammed up traffic.

L.A. You have to drive to get EVERYWHERE, there is no really widespread public transportation system. In Chicag, there is public transportation all over the place. Between the Chicago Transit Authority, the PACE suburban bus lines, Amtrak, etc., you can get into and around Chicago from pretty far away. Granted a lot of people still commute into the city and the expressways are still crowded at rush hour, but the trains and buses are used extensively as well.
