You might want to specifically get in contact with Food and Beverage Department (something like this). This department will most likely govern those business that provide some type of food service, such as catering.

Most towns have Chambers of Commerce. There might be an office in there that has start-up rules and regulations for most types of business in the Small Business section. If not there, you could try your local library. Ask the librarian -- they know EVERYTHING!

Your State Health Department will be the one issuing a license, start there, then the state and federal agencies. Your accountant can help you with who to contact for this.

Call your local chamber of commerce. They will either have the laws or they can direct you where to go.
