Its a small program made by an undergraduate of the Washington State University, but you need to have Microsoft Net Framework installed in your system. 2 options are available, one of them comes with the MS Net Framework.The latest version is v2.63

I agree - definitely Picasa by Google. Lots of options and features for a free program. Very user-friendly, too, without being overly "obvious".
