I would try the newspaper and other small ad papers.

If you buy online the shipping can be pretty high, so most of the time it's cheaper to buy from a store or someone from your area.

Another interesting place you could try is www.freecycle.com

This is a network of people who post junk they don't want any more for free. Lots of fish tanks given away here it seems. Groups are by location.

You can also try small mom and pop fish stores, they seem to have cheaper tanks.

Look on freecycle.com and craigslist.org.

I got a free 55 gallon, 20 gallon and 10 gallon with stands, lights and filters from freecycle.com

ebay... and i would do an advanced search for people selling their fish tanks close to your area. since you are looking for a 20 gallon it might be available for shipping, but most aquariums are pick up only!
