Instead of enhancing your size, wear a bra that flatters your bust.
Small busts look great in bras with low or slanted cut cups. Wear an underwire bra (like the Wonderbra or a Victoria Secret's Angels).
Be proud of your bust size- don't make it look bigger, show off how sexy your perky chest is!

Victoria Secrets has a convertible push up bra with Gel curve... not only is the bra able to be worn with many different styles of tops, for example: tanks, halters, backless, and racerbacks... but it increases the appearance of your bust size dramatically... though the price is high ($48.00 - $50.00) in my opinion they are well worth it (I own three beige, black, pink)... and they add the curve that I desire.
Although surgery is on my list someday ;-)

about the safest thing is bras. You can be a size A and look like you a C.hahaha...YOu can even get one of them water bras that feels like the real thing.

i think implants are the only way to increase them.. unless you gain alot of weight, which will definitely increase size.. not healthy though
