I recently bought a 1970 16 ft Seaking with a 65 hp evinrude of the same year. Upon testing it, I relized that the impeller was not functioning. any thoughts or helpful hints to change this impeller?

I have water coming from the lower holes. Just not the main on the top.

also there is water coming out of the exaust.

I recommend replacing the impeller/waterpump assembly regardless of how you diagnose your problem. Your knowlege of the maintenance of this motor is most likely minimal or none.
Take it to a reputable marine mechanic. Change the gear oil, have him inspect the impeller and thermostat, check compression and spark. You may get lucky, and all will check out great. I feel this is unlikely, however.

More than likely a motor of that age is in need of some maintenance somewhere. The consequences of a leaky $2.50 lower unit fill seal are far more expensive than the inspection/service. Aside from the chance of being "dead in the water" with a boat that has overheated, won't restart, or has grenaded a lower unit.

Sorry if I rained on a parade, on a positive note, you've got a fantastic motor on your hands.

I think you need to replace the impeller because I had the same problem with a 55 hp Evinrude recently, water coming out of the exhaust and bubbling out from under the powerhead because of the impeller being broken. Just be careful not to break the bolts when removing them. If your going to work on it by yourself I recommend you have a service manual on hand just in case.

there is water coming out then the water pump impeller is working. Do you mean the propeller on the bottom. If so it could be the bottom gear drive or the prop itself. To test the prop put it in a vise and insert a philips screwdriver in the shear key hole if you can turn the inside by hand the rubber bushing in the prop is shot. Even if it budges it is shot. If you mean thenwater pump I would go ahead and replace it it is old and rubber back then was not as well made.

It could be working if you seeing water from other areas, what you can do; Check the Pee hole up top to see if it Clogged with Dirt. Sometimes Dirt Dobbers use this for a storage place and seal it with some Dirt. Other than that, the Impeller may need replaced.

If the impeller is not working, the motor will over heat quickly, change out the water pump, the "Tell tale" (pisser) may also just be clogged.

IF YOU DON'T SEE WATER COMING OUT OF THE HEAD CHANGE IT REGARDLESS it's a cheap part. Put it in neutral and pull the lower unit from the engine 2 or 3 long long bolts. find the pump and replace it put lower unit back on.

if the water pump is not working you simply have to replace it. no ifs, ands, buts, or maybes about it. dont wrongly make this decision based only whether or not there is water coming out of the "pee" hole. is there water coming out the EXHAUST?
