I'd say anyone who is killed no matter what. We as people are what make the world go round. So no matter who gets killed, whether we want to believe so or not, it affects us regardless of the person's status or if we have never met the person at all

BUSH.
Because of his policies, he is creating the world with more hatred and his policies are all very conservative.
Western society is all about open and liberal culture... and what he is portraying or painting the picture for the rest of the world is that America does not care about anything... and we are great and we can kick or crush anybody.
This creates hatred.
Also what he has created an environment wherein if you don't agree with him you are not Patriotic... which is not how a democratic country should rule.
Plus he is so DUMB that anything out of his mouth is blabber... unless he is reading a written speech...
Recently he apologized for using strong language like Smoke them Out, Bring it On, etc. It was just his Dumb-Bushee phrases... and caused more hatred.
Now he is saying that he should not have said those words.

I think if he is not in this world and ruling this otherwise nice and powerful country of USA, the world would be a better place and will have the most +ve Impact.

Some would say Bin Laden. I don't think he's elimination would change much. He is not active anyways... and by Bin Laden not there, the general opinion of the orthodox arab world would not change who are ready to die anyways.
But BUSH's negative implications are more harmful to this world than anybody else's

Kim Jong Il, because the North Koreans obey him and he is as close to being the madman who starts a nuclear war and is testing ballistic missiles right now.

even if we killed the worst criminal murderer rapist, cannibal, the very next day there would be many more, you need to kill thousands of bad people to make an impact and maybe 100's of thousands to make a big impact.
