This is a possibility but how can you compare the two! But like earlier mentioned, he only had the use of two fingers (and his thumb) due to his left hand being burned in a fire when he was young.
Another amazing guitarist you ought to check out is Stanley Jordan. He plays guitar almost like a piano and uses mostly hammer ons. He is mostly jazz but has an amazing version of Stairway To Heaven. You have to see him to believe it.

I'm not sure I could say best but he was WAY good. Just listening to him you'd be thinking "Wow, he's pretty good." And then later you find out he pretty much only used two fingers. He was definitely an excellent guitarist.
