Not if you are Bill Clinton.
But seriously, it is considered a type of sex. It may not be sexual intercourse, but it is still sex.

Oral sex consists of all the sexual activities that involve the use of the mouth and tongue, to stimulate genitalia. It may be used as foreplay before intercourse, as climax of a sexual act, or even following intercourse. It is sometimes performed to the exclusion of all other forms of sexual activity

In humans, sex is conventionally perceived as a dichotomous state or identity for most biological and social purposes, such that a person can only be female or male. However, when the criteria generally used to define femaleness and maleness are examined more closely, it becomes apparent that the assignment or determination of 'sex' occurs at multiple levels. Environmental, biological, social, psychological and other factors are all believed to have some role in this process, and the complex interaction of these factors is expressed in the diversity of biological and psychosocial 'states' or levels found amongst the human population. A significant fraction of the human population simply does not correspond exclusively to either 'female' or 'male' with regard to every level of definition expressed in the following table. This discordance is discussed in more detail below.

Yes, and it is recommended that you use protection, they have condoms that don't have any spermicide or lubricant on them, which make them more pleasant taste wise and I believe there is some kind of mouth protection I think they are called dams. It is scary the STDs that you can catch. I guess that if you are asking if you can claim to be a virgin if you have oral sex, then technically yes... I guess that it could be a loop hole, but I would highly recommend telling the truth by saying that you have had oral sex... and oral sex counts as cheating!!!

I'm assuming you mean oral SEX, in which case, yes, it is considered sex, just minus the coitus. Yes it is sex, no it isn't intercourse. This is one of those ridiculous things people frequently try to rationalize. And fair warning - you may not be able to get pregnant from oral, but you can get STDs!!!

yep it is a form of sex. but be very careful in oral sex. You can still get and give sexually transmitted diseases, teeth can hurt and are dangerous. Personally I would not put my penis into anything other than my hand, my partners hands, or my partners vagina. Boring maybe Safe yes!

yep it sure is. You can get a sexually transmitted disease from it so why wouldn't you consider it sex? Any time bodily fluids are passed between two people except a kiss, it is considered sex.
