I think this is your best and safest solution, and I would follow this if I had the same or similar problem. Read below carefully (print it is a good idea too).

Windows XP Clean Installation From Dos

What You Need:
* Windows XP CD
* Windows 98 Or Millenium Startup Disk.
* Smartdrv.exe Get it here:
http://www.lsi.idv.tw/Download/DOS/
(scroll down to find it - small d/load too!)
Copy smartdrv.exe To Your Startup Disk.

Boot With Startup Disk And Format Your Hard Disk.

Type smartdrv.exe And Enter At The A:\> Prompt.
You Must Load Smartdrv.exe Or You Will Be Setting Up
For The Next 3 Days!

Type e: And Enter, assuming Your CD Drive Letter Is "E".

Now Type cd i386 And Enter, Then winnt And Enter.
Follow The Installation Instructions. It Will Look As
Though Your Computer Has Hanged, But Let It Run!

In Some Cases It Will Say It Can't Read Certain Files,
That's Ok Because Dos Can't Read The New File Types.
Hit esc Till Finished. The Files Can Be Added Later.

It Might, At Some Point Say It Cant Find Certain Files.
Thats Because Dos Put The Installation Files In A Temp
Directory In The Begining. Hit esc Till Done.

After XP Has Started, Click "Start" Then "Run".
Be Sure Your Windows XP CD Is Still In The Drive.
Type cmd And Enter. Now Type cd\windows\system32 And Enter.
Finally Type sfc /scanall.
The Files That Couldn't Be Copied Will Now Be Installed

Sounds like it may be an problem, run your virus scanner in safe mode. When you switch on your pc and it starts to load normally black screen, press F8 a few times until you get the on screen option for safe mode.
Then carry out all your scans in safe mode virus and spy/adware.

I know you said you don't want to do a restore but it looks like you may have to. Do a restore point a few days earlier it might clear the problem. Do it in the safe mode if you can.
