Go to the public library or to the nearest college financial aid office, even if you're not going to that school. Ask for the FAFSA form and ask for help filling out any questions you don't get. Find your taxes from the years the form asks for. If you're under 24 or 25 (It's been awhile) I think you need to ask your parents for their taxes as well. Send the FAFSA form in. You can also do the FAFSA on the Internet also. Then, you have to fill out some more financial aid forms from the college you are attending plus an entrance exam saying when you're done with college that you will pay back any loans the school agrees to grant you. The U.S. government's Department of Education and the bank that lends you the money can say yes to giving you money but the school might say no if you're under academic probation. It's work but keep calling or coming in to make sure that the financial aid office is doing its job and that they're keeping you informed of everything you need to do. Keep a log of who you talk to and when.

First, you need to fill out the Free Application for Federal Student Aid at http://fafsa.ed.gov
These are the application deadlines as listed on the site:
"Submit 2005-2006 FAFSA on the Web Applications by midnight Central Daylight time, June 30, 2006.
Submit 2006-2007 FAFSA on the Web Applications by midnight Central Daylight time, July 2, 2007."
However, the specific school that you plan to attend will have other deadlines for applying for financial aid, so you will want to get the FAFSA completed as soon as possible. Colleges typically have their own financial aid application that you have to fill out as well.

i am not sure if you can apply for it, I was awarded the Pell when I filled out my FAFSA. Maybe they just award it to people based on need. Sorry i couldn't help more.
