Just go to a shopping mall, and ask the stores if they are hiring and if they are apply for a job there.
And personally, i think you are a little to young for a job. Just have fun now, you have the rest of your life to be working.

its tough to find anything outside of a paper route or just mowing for your neighbors when youre 13, most businesses wont hire you till youre 14

You've got the rest of your life to work, pay taxes, and die. You're a kid. Enjoy your summer. No reason to work when you're 13. That's insane. Work sucks.
