all connections clean and tight, did not get starter hot, how many things could it be? Reliable Parts have been tough to find

Look at the starter. You see where the Positive Cable Connects? Take a Test light clamp to Ground and place pointer on the Cable and try starting and see if the light works. IF, not the Solenoid may be bad, sometimes they click but not let Electric through. IF the Test Light, Lights then it may be the Starter. Do as they say above checking that everything Tight and Grounded. IF, you can take a Screwdriver/Pliers whatever to try and turn the Starter a little and then try to see if it do anything. It may try to work and keep working, or, it may work a little and stop. This be inside the starter; Dead Spot on Armature, Brushes etc. A Starter Repair shop may fix cheaper and faster than a Boat Dealer, if, you not sure how to fix.

jump across from hot side of solenoid to starter terminal to rule it out. also, the starter grounds to the block, is it clean and tight?

Try checking your ground, sounds like you are grounding out somewhere.

I would say that the selanoid may have a problem...
