Your best best is to cpntact your Internet service provider.

You may have set your SMTP information incorrectly.
smtp is usually one of two

smtp.domain.com or
mail.domain.com

where domain.com is the domain of your mail server. Your ISP will know best. If you set it to smtp and it supposed to be mail or vice versa then outgoing might work some times and not at other times.

Some SMTP servers require authentication.

To change account settings click on TOOLS and select EMAIL ACCOUNTS. Make sure View or EDIT existing accounts is selected and click NEXT. Click on the email account that is giving you problems and click CHANGE (or just double click the account).

To set smtp authentication, click the MORE SETTINGS button in the ACCOUNT Window infront of you and then click the OUTGOING SERVER tab. MArk the checkbox MY OUTGOING SERVER REQUIRES AUTHENTICATION. Use the same settings as incoming mail server ussually is the right option.

IF this is already enable then disable it. Play around you will getting.

OH yes ou didn't mention what error number Outlook indicates in SEND/RECEIVE STATUS.

Some Antivirus programs can also interfere with outgoing mail, if they have expired , have become corrupted, or are disabled.

I hope this helps.
