It seems you already have some very good answers. Your first priority is to secure your IM and e-mail address. Change to another screen name and e-mail address. Inform your family and friends about the change but use a telephone, not the Internet. Unfortunately, you can't control how your friends secure their computers. Ask them not to include your name in their e-mail address book and not to have you listed in their buddy list. This is important because this guy might have gotten your address from one of your friends. It isn't their fault. Chances are their computer was infected by some virus and/or Trojan. The virus/ Trojan then harvested all the names and e-mail addresses from their computer. So, urge your friends not to include your name in their address books.
Other items include: use a strong password (more than 8 characters, upper and lower case letters, use numbers and special characters ?!#). If you are using wireless then make sure to turn on your firewall and use encryption. File a police report and document all the emails and other messages he has sent you. These items can then be use to get a restraining order if things go from bad to worse.
Next, you should go on the offensive. There are ways to trace an e-mail. At the very least, you can find out his general geographical location. And, if you are lucky and this guy wasn't careful, you can get the ISP he is using, his real e-mail account and address. Please read the following articles and services:

I think this guy doesn't know you but if it would make you feel more secure, change your e-mail address and if you have any personal information out there, get rid of it. Block any addresses that are unfamiliar to you and report them as spam. Check with your police department as to whatever other avenues you can take to get rid of this creep in a legal manner. Internet abuse is alive and well and growing all the time. Good luck with this problem.

Block him and ignore him. If you want, change your e-mail address and tell your friends. The guy is just an internet creep who probably doesn't know you. Report him again. You can't really call the police, because you don't know who it is, but if you are really freaked out, call the non-emergency line (if you are afraid he actually knows you).
Who knows your e-mail address and your IM account information? All I see from your user is "CeCi." If your e-mail and IM isn't available to the public and you haven't given it to anyone anonymous, then it's someone you know, and you should call the police. However, if you have given the e-mail to someone anonymous or your e-mail is public, then it is probably a stranger. Maybe it's just a practical joke.

list this as : I will denounce you myself if you don't stop misbehaving
Actually you should be honored eventhough his suggestions may be creepy. He likes you and dat is his way of expressing to you.
Ask him to talk to you in your language, i.e. he is talking to a woman not another asshole like him. He will always hover around you bc he likes the way you think. We can all read how you think in here. We are all inside this huge dictionary, the biggest human encyclopedia dat ever existed. We are reshaping men's evolution bc the female touch has always been missing. The male specie consists of barbarians and we love them. They make us laugh and they like to scare us too, they think it is fun.
CeCi I know who the guy is and you can't change him . He is too lazy too change and there are more disturbing suggestions on the television than anything dis guy can compete with

If you think what he is doing is criminal (i.e. stalking, etc), you could make a police report. AOL/Yahoo may be able to help the police in figuring out who th person is.
You could change your screen name and/or e-mail (or use a different one for a few months).

Ask him what he wants, report him again, and ask the officials what you can do (legally) to get him to stop. I'm not sure under what conditions you are able to get a restraining order. Good luck!

Go to Yahoo! again, then if they're acting like an @sshole, take these freaks to the cops. And this time tell them they're stalking you.
