Women, for the most part, can be vicious creatures. Although, some will simply tease their partners and abstain as the means to try and make their partners want them more and/or see if they really do want them. It probably makes no sense in the male world, but sometimes even a wife and/or serious girlfriend needs to be reassured that her mate still finds her attractive and wants to be with only her. If, in fact, she is using it against him, then she's got some issues that she should deal with or discuss at length with her partner.

lol i have never with held sex on any circumstance i think its stupid and un neccesary..plus i need it lol im punishing myself if i take it away! sex shud not be used as a tool ladies it just pisses them off more and they get it from somewhere else.
