The best routes to take are to research the process of starting a business as well as the industry you're interested in.

Lots of info needed here. Are you going to do this alone or have someone work for you? Alone - you don't need workman's comp. With someone - unless they are an officer in the company- you need comp. Then you need health certificates - not only for the location of the baking, but for yourself. Got to go to the dr and have checks (blood, lungs, etc.) Then health inspection for the facility. Then you go get a business license. Then IRS for an EIN number - or - use your SSN.
Better yet - all states have different rules and laws governing this. Got to your state gov web site. Then go to the city web site for more info. Do not try to "get around" anything. Play it smart - if in doubt about anything - call someone in the gov.
