Yes. The line is just taking the electricity from the breaker box and carrying it to the plug on the wall.

DISCONNECT THE ELECTRICITY !!!!!

Take the plug in box off the wall, and unscrew the screws holding the wires inside. Reroute the wire to the new location (you may have to drill a hole or two to get the wire where you want it - don't run it through tight sqeeze cracks, because they can cause a short later.)

Re attach the wires, remount the plug box, and turn the electricity back on.

k first off its 240 120 per side
240 cable is a red (hot) a black (hot) and a white (common) along with a bare or green ground
u can move it anywhere u want that the cable will allow to add to it put a carlon junction box and wire nut color for color all lines together then run where u want
good to go
if ur using a 30 amp double breaker on it (stove a/c water heater) u must use a min of #12 wire but if it were my house i would use #10 3 w/ground

220 is not magic. It is basically a 110 line with 2 hots and a ground.

If there is extra cabling between the floors you can pull it up and put a box in.

Otherwise, you can just put a junction box between the floors and go from there.

Just buy the dam wire. You'll mess up the outter sheathing trying to pull the taples out of the wall. I mean we are talking about $20, money well spent to avoid the hassles.

You need to call an electrician. This is dangerous to do without experience and since you are asking this question you sound inexperienced.
