No. He might change them for you if they need changing, but it'll come out of your deposit. If you're moving out, he'll probably change them.

Here's a thought (might work, depending on the vacancy rate in the building and in your neighborhood): When your lease is nearly up, tell him that you are considering leaving, but that you would stay if he would replace your carpets at his expense, since he'll have to do that for a new tenant anyway. Worth a shot.

My goodness where are you guys from? I have never had my carpets changed, or had to change the carpets when I moved out of a place. We get them cleaned, but never replaced.

Check your lease. Whatever is written in there is what you agreed to. Depending on what the lease says, they may or may not be responsible for getting the carpet replaced. It may say that you are... Its always a good idea to read the lease before you sign it.
