Do you mean the new format with 32 teams divided into 8 groups of 4 teams each? Where the top two finishers of each team would then take part in direct elimination games until the final?

If that's what's you're asking then the change happened in France 1998. Previously, between 1986 and 1994, there were 24 teams divided in 6 groups of which the first two would qualify for the round of sixteen, together with the 4 best third finishers among all groups.

In 1982 it was even different, with two group stages, after which the remaining 4 teams would face off in the semifinals.

If instead, you meant in which year the actual trophy awarded changed to the one that will be awarded on July 9th, then the answer it's even easier: the new trophy was first assigned during the 1974 World Cup in Germany. The previous trophy had been won by Brazil in 1970 for they claimed victory three times. Incidentally, whomever had won that final in 1970 would had taken the old trophy home, since Italy had previously claimed two times as well.

HISTORY
Jules Rimet became 3rd President of FIFA on 1 March 1921. Some consider it the begining of "Jules Rimet Era", because he managed to reorganise FIFA and to materialize the dream of a World Cup: the first World Cup was opened at the Centenary Stadium in Montevideo on 18 July 1930. The cup was play without interruption every 4 year from 1930-1938. During the World War II, the world cup never took place and had a 12 year stop, until 1950.
By 1946 in the FIFA congress the world cup was renamed "Jules Rimet" in honor of Rimet, who had been heading FIFA for a quarter of a century. This cup continued to be played, in four-yearly intervals, until 1970, when Brazil won it's 3rd title and the rights to have the cup for ever (sadly it doesn't exist any more).

In 1974 was the beginnig of the new era, the "FIFA World Cup", this cup is also played in four-yearly intervals, waiting for the winner of 3 titles, who will have the honer to be the owner of the cup for ever.

It was in 94, when Brazil won the champioship. Every team who wins for the third time gets to keep the Trophy...
