Personally I'm an Intel fan although Intel Core Duos are relatively new on the market. So they haven't been completely battle-tested in a laptop environment. So to play it safe, I'd go for AMD at this point.
Secondly, don't by an HP laptop. HP makes cheaply built computers that produce nothing but problems. Spend the extra dough and get something a little better say Dell or Toshiba (if you're on a budget of sorts). You'll thank yourself later.

Based soley on the information given, the AMD turion.
What has been said about INtel's Core Duo is correct, it DOES NOT support 64 bit architecture.
The Intel however has two cores so if future proofing is not a concern then it is the better option in my mind.
The ML-40 uses 35 Watts of power while the T2600 uses 31 Watts. In terms of battery life a laptop using the Intel T2600 will probably last a few minutes longer depending on the other hardware and power management settings.
Based on a price and feature to performance ratio, the AMD is the better buy, just make sure that laptop has a decent onboard graphics card.

"amd is faster and cooler": might be true for desktop but for mobile, intel runs as cool or almost as cool as amd. and since core duo uses intel's newer "core architecture" it matches or beats amd's offerings clock for clock. plus, core duo is, well, dual core.
"it consumes less energy and has 64-bit technology": energy consumption is nearly identical and you get more processing power out of the intel one. i fully agree that the intel processor DOES NOT have 64-bit and may not be as "futureproof" as the amd one.
i would go w/ intel simply for more processing power at virtually the same power consumption and heat output. also, multitasking will be a lot smoother w/ the core duo processor. of course, you lose the futureproofness.
for school use, all processors work lol. the 2 you mentioned are top of the line "power-user" processors.

I'll go for AMD, not for it's speed but because it consumes less energy then Intel Core Duo processor and it's designed for 64 bit technology!
