Photoshop is used for working with photographs etc. It is basically used by Print Media People.
Illustrator is used for creating vector images and is used by Fashion Designers.
So, since you are going to be a Fashion Designer, use Adobe Illustrator.

Photoshop is just that. Good for working with photos. If you are going to design fashion, use Illustrator. You can illustrate your fashions before creating them.

Photoshop is for rasterizing images (jpeg, tiffs, ect.) Illustrator is for vector images which can be sized to any dim., but to be the best at what you do, become comfortable with both programs, they are the perfect marriage between form and function. You will need both to make award winning ideas become world changing designs. P.S. NEVER EVER lose your pencil and drawing pad....good luck.
