I think you would have to qualify that by differentiating between military, political, humanitarian, etc. George Washington would have a good claim in several categories, in terms of what he accomplished, and how it has lasted. Other great political leaders could be Lincoln, FDR (although not completely), Winston Churchill, Hammurabi. Julius Caesar, Napoleon, Lee, Eisenhower, and a host of others could make the list of military leaders. King, Gandhi, for humanitarian. Luther, Calvin, Pope John Paul II, for religious. Carnegie, Edison for industry, the possibilities are virtually endless.
