Ok let me make my question a little clearer. Someone close to me has a problem (I would think) with his testicles. They seriously hang, like stretched and hanging. I would say like 2 tennis balls in a sock and holding the sock with about 5 inches showing before you see the balls inside. They actually flap between his legs. I am concerned as this does not seem normal and he seems ashamed.

They are supposed to hand. The testicles need to be 4 to 5 degrees cooler than the body, so they have to hand free.

When it gets colder, they are drawn closer.

Make sure you don't have a hernia and part of your pelvic muscles have intruded into the scrotal sac.
