Players have to be 10 yards from the ball for free kicks. This arc is for penalty kicks and is 10 yards from the penalty mark. For small-sided games for the younger kids, the idea is the same though the distance is shorter.

Like the person above said, no one is allowed in the arc or the box aside of the shooter (and obviously the goalie) when a penalty kick is taken. I heard the reason for the arc is to be the limit as to how far back the shooter can stand before running to shoot the penalty kick.

For all players apart from the penalty taker to stand behind until the spot kick is taken. If opposition player's cross the line before the kick and the kick is missed it is retaken. If the players from the penalty taker's team cross the line before the kick is taken and it is scored, it is retaken.

when a penalty is taken, no player is allowed inside the area or inside that arc.
