If this is a window with many panes, RE-CAULK.
If this window does not close completely, you can get weather strips.
If this window is really bad, you can get weather plastic that is applied all around it. The window won't open any more, without removing the plastic, but it won't be drafty.

Take the trim off and check for places that need to be filled in. There is that foam in a can that will harden and seal up anything.
