I don't think they are illegal. They probably wouln't sell them if there if they were illegal. I know in Minnesota is is illegal to drive them on public roadways, and on state trails. There are designated area for ATV and recreational vehicles. On private land, they would not be illegal if used properly.

Dirt bikes and ATVs are legal (except 3-wheeler ATVs which have been banned from sale). They may not be operated on public roads except to cross within a 500 foot span (in other words, you may travel up to 500 feet on a public road in order to safely cross it). You must have a title and (I believe) you must register all such vehicles.

They are legal to own and operate on private land with the land owners permission. They are illegal to operate on public roads and state land or parks. If registered, you would be able to ride on certain roads. Usually dirt roads in the middle of nowhere.

all three wheelers are illegal in pa unless you owned it before the law came in to pass still can buy one from a private sale no new ones are allowed to be sold in pa my homestate
