Wow your hands will be full. Maybe a stay at a beach home where there is like a small amusement park of fair. Make sure everyone is gonna chip in to help with the kids so everyone will have an equally great time

I'm sorry, but taking a 2 1/2 year old and an 8 month old anywhere can not be considered a vacation. At that age, it really doesn't matter where you go because there won't be any activities they can do and they will remember nothing about it.
If you really want a vacation, find somebody to watch the kids and go. Otherwise, save your money and vacation in the back yard.

I don't know if you can consider it a vacation, but how about the zoo or a museum? I don't know how far you are from WI, but there's a great museum in Milwaukee, WI called the "Betty Brim Museum" or something like that. You could do a Yahoo or Google search for the correct name and spelling.
There's all kinds of interesting stuff there, especially for kids. There's even a human size heart that you can walk through and learn all about the human heart. Granted your 2 1/2 year old won't remember it, but she may have fun walking through it. Could take pictures for later use. Hope that this helps....

Disney in Florida offers a package for the whole family for $1500. You will have to fly, but I recommend Jet Blue, that way you're 2 1/2 year old can watch Sponge Bob or Dora and you just have to concentrate on the baby.

My daughter and son-in-law just came back with a 2 1/2 and a 11 month old... They went to Hawaii Hilton resort and stay at the rainbow tower (condo) and really did not have to leave the area everything they needed was right there....

I reccomend that you buy a book called Fun With The Family In Illinois or that kind of book. They have different attractions rated from someone with a kid's point of view. I have the same one for my family.
