Have replaced the filters, removed the water, treated the gas but it still surges and sounds like its bogged down. Jumps up 800 RPM randomly and is slow out of the hole.

can be lots of things i think.. dirty carb? how old is the gas..If you let it sit over winter that might be bad gas..If you ever replaced the prop, make sure it was the correct pitch...start with carb cleaner..

Check to Lower Carb first. You want to see if the Jet is Clogged. It like a Brass Nut you Remove above the Fuel Bowl. Jet inside. May try some Carb Cleaner and Remove the Fuel line from Carb and Spray in, the Needle Valve may be stuck if it was not ran out of Gas/Fuel last year.

always start with the simple things. youve done only two, tune it up, starting with new plugs.
