15 is the youngest you have to go to the D.S.S and fill in the forms to apply for one.
You do get one automatically but I think the age is 16

A couple of months before your 16th Birthday the National Insurance Department will automatically send a card/number to the registered address you - unless your parents never registered your birth, or advised them that you had died (this is done by them checking with the Registrar for Births, Deaths and Marriages, for those coming of age).

If you are 16 already and have lost your number, contact the Department of Social Security and they will look it up you.
