In order to withhold rent from your landlord, you need to make a written statement to him and make a copy of it. You needed to keep the rent money you were withholding in a bank account, to prove you had the money and were not just ripping him off. You were also suppossed to contact a lawyer or court official. You are probably going to be evicted.

Try getting a loan, or take a job you would not otherwise do. Those are the ones that usually pay the most in short time.

If it is a 4000.00 dollar bond, you may not need the whole 4k. Call your local insurance agent ad as them if they provide court related legal sureties. Generally if you have good credit, and/or something to provide as collateral, a bond costs a premium of the total sought... i.e. a 10% premium on a 4000.00 bond would be 400.00.

If you need 4000.00, try a quick loan.

You state that you need a bond for $4000. I assume that you are talking about a surety bond which can be purchased from a surety agent. Check with your local insurance agent. There are also numerous surety companies offering services over the internet. You will have to check for yourself, but I would imagine a $4000 bond will cost you around $400, that way you don't need to come up with the entire $4000.

Good Luck!
