Hire a consultant & printing company. Tell the first what you believe & he tells the second what to do so you look great. If you're going on the cheap, find past examples from other issues/candidates & use them as an example (would recommend you not copy them to closely as that tends to get around).

As a minimum, it should contain information about the issue or candidate that it is supportive of or opposing, obviously. Depending on the jurisdiction, it will also most likely need to contain some information about who paid for it. This is typically true if you are spending $1000.00 or more on the issue or candidate. For more information look up the term "electioneering". For some ideas, simply register to vote and see what kind of stuff shows up in your mailbox. In California you may have to file a form 460 or other paperwork with the Secretary of State, which pertains to "campaign reciept committes", which you will have to file if you raise any money at all, or if you spend more than a thousand in a year total.

1. Find a copy machine
2. Pull your pants down
3. sit on screen of copy machine
4. press "start"
5 make copy of buttocks.
6. make several copy's of that copy.
7. Flyer complete Just insert VOTE FOR "blank" under the buttocks and your IN!
8. staple them all over your town or community or church bulliten board.
