Well you can powdercoat them, but if Money is an issue, take about a 400 grit sandpaper and sand them down to baremetal, if they are aluminum, then use about 1000 grit, because aluminum is softer and will pit easier. Anyways, sand them down, and get you some cleaner, most auto body places sell it, its a wash that washes away any type of loose debree that is left on the rim. After doing that, get a can of Filler Primer, and put a couple lights coats on it first and make sure to put some heavy coats on it as well, after doing that, you may want to sand the primer a little bit with bout a 1200 grit or so, if its to rough for your liking, then get you some cans of Wheel Coating, I think its made my Plasticoat, I believe, but anyways, its a thick coat paint, spray on until your desired color and texture is there, let air dry, and shot some clear coat on it, until you got the shine you want, fair simple, and you can do all 4 wheels for around about 35 or 40 bucks, I just recently done a set of 18' Reactions with this process and they turned out pretty good for the money. well first of all you need to take tires off first... then sandblast them so that they will be free of dirt or anything that will ruin the job. Then use a powder based system. You want to powder coat it so that it will last long and it will look better.

The best way is to sand blast them. Use a good primer and a base coat, clear coat finish.
