Civilian simply means not military (or police in some uses)
Private means non-government

NASA is a civilian government organization, it has no military purpose - if it were private it would have gone out of business long ago.

As a historical aside - previous to the creation of NASA, its functions were carried out by the Air Force as military science.

Um, NASA is a government organization: visit their site at http://www.nasa.gov (note the ".gov" ending there) If it were privately run, President Kennedy couldn't have mandated that we go to the moon in ten years, and Congress wouldn't have to vote on its budget every year. That, and NASA couldn't just pull Air Force pilots out of jets and put them in space shuttles whenever they needed somebody, unless they were already a part of the government.

Dude the government has no nomey of it's own....All the money is the money from Tax Collections...so technically NASA is a civilian-funded org...
