HongKong was a British District until 1997 and that's when China got HongKong back. However, HongKong still runs itsself with its own set of governemtn rules for another 50 years. That was an agreemnt they did with China. So answering your quetsion , it is not a country, it is a part of China now and follow the federal law of china except it is the only city in china that still has its own seperate set of rules. For example, If you are in HongKong, Chiness rules such not having more than one child does nto apply, you can have as many as you want :)
