Ok, let me debunk some of these myths for a minute here. First of all, sperm can live outside the body (without dehydration) for as long as 4 to 6 hours.
Second, if his hand was not cleaned and not dried out, yes it could potentially have live sperm on it.
Third, are the chances that she would get pregnant from it? Most likely not because on average, out of millions of sperm in a teaspoon of ejaculant only half even survive the hostile environment to reach an egg and out of those, only 1 (usually) has enough energy to actually penetrate the eggs wall.
So in short, yes it is somewhat possible but the odds are extremely against it. I suggest that guy work on cleaning his hands before touching a girls genitalia as just a precaution.

The answer would be...it depends on how long between the ejaculation and the touching. The male body produces a safety net around the sperm, so that the sperm can make it through the caustic fluids of the female. Sperm can live outside the human body for a period of time. There are a lot of variables in this question.
The best answer is not to get close to the vagina with sperm on anything. Females that have had just "grinding" periods with their male partner have ended up pregnant. Pre-Ejaculate still has viable sperm in it. Be careful and make sure all protective measures are taken.
