Concrete takes 28 days to cure depending on the size (FYI Hoover dam hasn't finished curing yet). Re-bar is only there to give the concrete something to hold on to, and helps hold the concrete together should it crack. A concrete contractor will tell you that if it's a new pad, it is best to wet it down a couple times a day, for about a week and keep it covered, this slows the curing process and makes it stronger. However... I have poured several pads with out ever wetting them down or covering them and had zero problems.

Usually you just let it dry. If it's going to rain you may need to cover it. The cover assists in drying and holds in heat which makes the cement dry faster. You should contact the person that poured it or call a construction company because all situations are different. The Hoover Dam took many years to dry, and got stronger as it did. They poured it in sections so it would dry faster. When you use rebar, as it dries it shrinks and tightens the bars.

no.....but if the hot sun is on it....you may want to cover it with plastic and spray water over it to cool.
