How is this happening and what is it?

At first i thought telemarketers but it occured at 10:44 at night.. They usually dont call that late...

Its telemarketers.

Their computer automatically dials numbers and when someone answers it takes the computer a moment to put your information on the screen for the telemarketer to see and know who they are talking to and what to say to you. (Alot of telemarketing companies serve more than one business and so they need to be sure who they are saying they represent before they start their speil).
When the phone rings back like you called someone, its just that the computer dialed and is looking for an open phone line to hook you up to.

That is an "auto dialer" that dials telephone numbers randomly. Generally they are hooked up to a computer that is listening for a human response. When you answer the phone you are triggering the computer to connect you to a telemarketing company of some sort.

Your phone lines may be crossed with someone else's or something crazy like that. Just call the phone company and tell them what happened, they can usually take care of the problem and tell you what it was.

It could be a ring back. when my nephew calls me and i pick up, his phone starts ringing. i guess it alerts him that i have answered. at first i didn't know what it was and i kept hanging up and then he sent me a text telling me what was going on so i stopped hanging up on him.
