It is done with steam. Just simple steam that you might get from a tea kettle. It doesn't have to be under pressure or any hotter than 212 deg F.

Steam and pressure are all that's needed to bend wood.

Water. not sure it qualifies as a chemical.

All you really need is to soak the wood and drench the fibers, then hold it or secure it into a bent shape. Let it dry. It will be bent.
