FEMA was not adequately staffed to investigate the circumstances of each claim for benefits. A great number of people needed the aid and quickly. They probably did the right thing in paying out the money rather than take the time necessary to investigate the legitimacy of each claim. Having said that, now that they do have the time to investigate, every person who submitted a false claim for benefits should be brought to justice and be forced to repay the amounts wrongfully accepted with an additional penalty to deter such conduct in the future.

Without a doubt, Our President, who placed an unqualified person to head such an important position not only in FEMA but also many other agencies, the supreme court and his own administration.
On another note, Our gov't contracted Cendera to handle all of the catastrophic needs of Katrina victims, who in turn hired masses of applicants "Without" performing background checks first, these same people are the ones who had direct access to many of the victims SS#'s and used them to steal relief money intended for them. I know also that a location in Dallas Texas where a site was set up to receive inbound calls from victims was also a site of such incredible chaos that it made local news if not even national. As background checks were performed (while still having access to victim information) they would, one by one escorted off property. As this was supposed to be a secure site, still many people would wander in past so-called security. When pay-day came some checks were wrong most weren't even there and this caused an almost riot situation that brought the Dallas police so be a mainstay for many weeks following. These "contract temporary employees of Cendera" didn't give a damn about their fellow Americans who were in dire straits, but only what they could get. I know this how? My girlfriend worked at this site, and was scared for her life each and every day, and she gave a damn.

Er... uh... just WHICH scam are you referring too... the one in Florida or the one in Mississippi or the one in Louisiana or the one in Alabama or the one in Texas or the one in New Mexico?
Please be specific... there have been so many scams involving FEMA it's hard to keep track of them all.

Granted it's the President, because the buck stops there. His friends and family plan left incompetents in charge, and it looks like no one was paying attention. It's a really good racket, you get to spend what is not your money, and the money keeps pouring in because you steal it from the workers. I sign all my tax checks with the memo RAPE OF AMERICA FUND
