Just click, hold and drag it back to the bottom. Click on a free space on the task bar and just drag it back to the bottom of the screen.

First find an empty area then left click and drag to bottom of screen.

Click and hold on the bar. Drag it to where you want it.
Once you have done that, right click on an empty space on the bar and in the menu that appears check "Lock the Toolbar". This will prevent anyone from accidental moving it in the future.
