Blocking below the waist', also called a crackback block (15 yards) - an illegal block, from any direction, below the waist by any offensive player not on the offensive line (e.g. wide receivers, quarterbacks and running backs), by any player after change of possession, by any player in high school with certain exceptions. Referee signal: both hands brought down, wrists turned inward, in a chopping motion across the front of the thighs.

Basically this is when a person outside of the formation (i.e. - split end, wide reciever) comes down to block an inside player on the defensive side of the formation. You'll see a wide reciever go in motion towards the formation. Then run action will go to that same side. The defense is then moving towards the motion of the play and into the reciever in motion. It can be a legal block if the block is made above the waist and in front of the player. A lot of times this block ends up being in the back. So the defensive player gets cracked in the back - "crackback".
